In 1999 a severe cyclone followed by a super severe cyclone lashed the entire coast of Orissa causing large-scale loss of life. Whilst the extent to which climate change will exacerbate floods and droughts is not yet fully understood, it is clear that their frequency and intensity will increase.

· While Orissa has done pioneering work on disaster management through the Orissa State Disaster Management Authority (OSDMA), the first of its kind in the country, there is a considerable need to improve its understanding of the climatic impacts of disasters and to build the capacity of communities to adapt, manage and mitigate their impacts.
