Bhubaneswar: Talcher and Angul occupy an unusual place in Odisha’s story. The region is one of the state’s most important industrial and energy centres, with coal mines, thermal power stations, aluminium and steel industries and a large network of supporting businesses. Coal extracted from Talcher helps fuel electricity generation, while industries in Angul contribute significantly to employment, manufacturing and the wider economy. The Angul district administration itself describes the district as one of Odisha’s most industrially developed regions, with major public sector units including Mahanadi Coalfields Limited, NALCO and NTPC.
But there is another side to this industrial success. The same landscape that produces energy and economic activity also carries a considerable environmental burden. Talcher Angul has long been identified as a critically polluted industrial region. A recent 2026 study examining the coal and industrial belt found that particulate matter levels frequently exceeded permissible limits and also identified concerns related to water quality and heavy metal contamination. The study highlights a problem that residents have experienced for years: economic development and environmental health have not always moved at the same pace.
The sources of pollution are not limited to one industry. Coal mining itself generates dust through excavation, blasting, crushing, loading and transportation. Open trucks and exposed coal handling areas can add to fugitive dust. Thermal power generation introduces another set of emissions, including particulate matter and gaseous pollutants such as sulphur dioxide and nitrogen oxides. Steel, aluminium, sponge iron and other industrial operations add further emissions. When several large sources operate within the same geographical area, the problem becomes cumulative rather than belonging to one individual facility. The Odisha Pollution Control Board has therefore undertaken an emission inventory and source apportionment study specifically for the Angul region to understand the contribution of different sources to PM10 and PM2.5 pollution.
Roads and transportation add another layer. Coal and industrial materials have to move between mines, plants, railway sidings and markets. Heavy vehicle movement can resuspend dust from roads, particularly where surfaces are damaged or inadequately maintained. The distinction between emissions from a factory chimney and dust generated across an industrial landscape is important. A pollution control system installed on a stack cannot control dust rising from an uncovered road or coal stockpile.The consequences are not confined to the atmosphere. Water is another part of the Talcher Angul pollution story. Mining activities can alter drainage patterns, while mine drainage, industrial effluents, ash related contamination and runoff can affect surface and groundwater. Research in the Talcher coalfield has documented concerns about metal contamination in surface water. The Brahmani and other local water systems therefore deserve the same attention as the region’s air.
For people living near industrial and mining areas, this becomes a question of everyday health. Scientific research examining coal mining and thermal power plant belts in Odisha has associated exposure to pollutants such as PM2.5, PM10, nitrogen oxides, sulphur dioxide and ozone with health risks. One study covering Talcher reported substantial pollutant related health burdens, although such estimates are research based and should not be interpreted as measurements of an individual’s personal health risk.
At the same time, it would be simplistic to portray Talcher Angul only as a polluted industrial zone. Thousands of people depend directly or indirectly on mining, power generation, manufacturing, transportation, construction and related businesses. Industrial activity provides employment, government revenue, infrastructure and energy that support development far beyond the district. The question is therefore not whether Talcher Angul should have industries. The real question is whether the region can continue producing energy and economic value without making local communities pay an unacceptable environmental price.
What the Odisha Government Can Do
The first requirement is stronger and more transparent enforcement. Pollution control equipment such as electrostatic precipitators, scrubbers and bag filters can reduce emissions, but only when they are properly operated and maintained. The government’s own clean air action plan has identified concerns about the operation and enforcement of pollution control systems and has called for stronger continuous emissions monitoring.
Second, air quality monitoring needs to become more local and more transparent. Odisha already monitors air quality in Angul and Talcher through industrial and residential stations, including locations associated with TTPS and MCL. Data should be made easily understandable to residents, with timely warnings during pollution episodes and clear information about which pollutants are responsible.
Third, coal transportation and industrial logistics need tighter environmental controls. Dedicated coal transport routes, covered transportation, effective road cleaning, dust suppression and better management of coal stockpiles can reduce fugitive emissions. Odisha’s existing action plan already includes measures such as dedicated coal transport corridors, environmentally sound coal production and improvements in loading infrastructure.
Fourth, water protection must be treated as seriously as air pollution control. Mine drainage, industrial wastewater, ash ponds and runoff need continuous monitoring. Polluting industries should face meaningful penalties for non compliance, while mine voids and degraded land should be progressively restored. The existing action plan includes mine drainage management, fly ash utilisation, backfilling and restoration of mined out areas.
Finally, the government should strengthen independent health surveillance in heavily industrialised communities. Regular public health assessments, respiratory health screening and environmental epidemiological studies can help determine whether pollution control measures are actually improving people’s lives.
What People Can Do
Residents cannot control industrial emissions, but they are not powerless. Communities can report illegal waste burning, visible dust emissions, uncovered transportation and suspected discharge of untreated wastewater to the appropriate authorities. People can avoid burning household waste, maintain vehicles properly and reduce unnecessary private vehicle use. Schools, resident groups and local organisations can also participate in air quality awareness and community monitoring.
People living in areas with elevated pollution should pay attention to official air quality information, particularly during severe pollution episodes, and reduce unnecessary outdoor exposure when pollution levels are high. But individual action must never become an excuse for shifting responsibility from major polluters to ordinary citizens. A resident cannot solve an industrial pollution problem simply by wearing a mask. Regulation and responsible industrial operation remain fundamental.
Talcher Angul does not have to choose between development and a healthy environment. The region already has the industrial capacity, scientific monitoring systems and regulatory framework needed to move towards cleaner growth. What is required is consistent implementation, transparent monitoring and accountability.
The price of electricity should never be measured only in rupees. It should also be measured in the quality of the air, water, soil and health of the communities that produce it. Talcher Angul has powered industries and homes across Odisha and India for decades. Its next chapter should demonstrate that an energy-producing region can also become a model for responsible industrial development.
